Workflow:
1- Application: The applicant submits a cancellation request with justification to the CAA.
2- Review: CAA verifies the request is voluntary and authentic, and checks for any outstanding obligations or audits.
3- CAA Decision: Cancellation is processed and the approval status is marked as surrendered in the CAA system. A formal notification is sent to the applicant.
